Such was the condition into which an army and navy, once illustrious through the victories of Marlborough and Blake, were reduced by the aristocratic imbecility of the Newcastles, Bedfords, and Cumberlands. This last princely general had, in fact, put the climax to his career. He had placed himself at the head of fifty thousand confederate troops, in which there were no English, except the officers of his own staff, to defend his father's Electorate of Hanover. But this ruthless general, who never won a battle except the solitary one of Culloden, against a handful of famished men, was found totally incompetent to cope with the French general, d'Estres. He allowed the French to cross the deep and rapid Weser, and continued to fall back before them as they entered the Electorate, until he was driven to the village of Hastenbeck, near Hameln, where the enemy overtook and defeated him. He then continued his retreat across the desolate Lüneburg Heath, to cover Stade, near the mouth of the Elbe, where the archives and other valuable effects of Hanover had been deposited for safety. At this time Richelieu succeeded to the command of d'Estres in this quarter, and he continued to drive Cumberland before him, taking Hameln, G?ttingen, and Hanover itself, and soon after Bremen and Verden. Thus were Hanover and Verden, which had cost England such millions to defend, seized by France; nor did the disgrace end here. Cumberland was cooped up in Stade, and compelled, on the 8th of December, to sign a convention at Closter-Seven, by which he engaged to send home the Hesse and Brunswick troops, and to disperse the Hanoverians into different quarters, not to serve again during the war.In preparation for this movement James the Pretender was to sail secretly to Spain, in readiness to cross to England; and he had already quitted his house in Rome and removed to a villa, the more unobserved to steal away at the appointed moment. Ormonde also had left Madrid and gone to a country seat half way to Bilbao, when the secret of the impending expedition was suddenly revealed by the French Government to that of England. The conspirators had been mad enough to apply to the Regent for five thousand troops, trusting that, notwithstanding his peaceful relations with Britain, he would secretly enjoy creating it some embarrassment. But in this, as in all other views, they proved more sanguine than profound. ONE:The objects of the Association were"1st, to forward petitions to Parliament; 2nd, to afford relief to Catholics assailed by Orange lodges; 3rd, to encourage and support a liberal and independent press, as well in Dublin as in Londonsuch a press as might report faithfully the arguments of their friends and refute the calumnies of their enemies; 4th, to procure cheap publications for the various schools in the country; 5th, to afford aid to Irish Catholics in America; and, 6th, to afford aid to the English Catholics." Such were the ostensible objects, but more was aimed at than is here expressed. The Association was formed on a plan different from other bodies in Ireland. It proposed to redress all grievances, local or general, affecting the people. It undertook as many questions as ever engaged the attention of a legislature. "They undertook," said the Attorney-General Plunket, "the great question of Parliamentary Reform; they undertook the repeal of the union; they undertook the regulation of Church property; they undertook the administration of justice. They intended not merely to consider the administration of justice, in the common acceptance of the term; but they determined on the visitation of every court, from that of the highest authority down to the court of conscience. They did not stop here. They were not content with an interference with courts; they were resolutely bent on interfering with the adjudication of every cause which affected the Catholics, whom they styled 'the people of Ireland.'"

ONE:Thus it happened that the King of Prussia, with hands full of aggression, did not appear on the Rhine to chastise the aggressions of France, before the month of April. He brought with him about fifty thousand men, Prussians, Saxons, Hessians, and Bavarians. He was joined by fifteen or twenty thousand Austrians, under Wurmser, and five or six thousand French Emigrants under the Prince of Cond. But the French had on the Rhine one hundred and forty thousand men at least, of whom twenty thousand were within the walls of Mayence. The Prussians laid siege to that city, and the Austrians and British to Valenciennes. On the 21st of July the French engaged to give up Mayence on condition that they should be allowed to march out with the honours of war, and this the King of Prussia was weak enough to comply with. They must, of necessity, have soon surrendered at discretion; now they were at liberty to join the rest of the army and again resist the Allies. Valenciennes did not surrender until the 28th of July, and not till after a severe bombardment by the Duke of York. Thus three months of the summer had been wasted before these two towns, during which time the French had been employed in drawing forces from all quarters to the frontiers of Belgium, under the guidance of Carnot. The Duke of York was recalled from Valenciennes to Menin, to rescue the hereditary Prince of Orange from an overwhelming French force, against which his half-Jacobinised troops showed no disposition to act. Having effected his deliverance, the Duke of York marched on Dunkirk, and began, towards the end of August, to invest it; but he was left unsupported by the Prince of Orange, and being equally neglected by the Austrians, he was compelled to raise the siege on the 7th of September, and retreated with the loss of his artillery. The Prince of Orange was himself not long unassailed. Houchard drove him from Menin, and took Quesnoy from him, but was, in his turn, routed by the Austrian general Beaulieu, and chased to the very walls of Lille. According to the recent decree of the Convention, that any general surrendering a town or post should be put to death, Houchard was recalled to be guillotined. There continued a desultory sort of warfare on the Belgian frontiers for the remainder of the campaign. On the 15th and 16th of October Jourdain drove the Duke of Coburg from the neighbourhood of Maubeuge across the[421] Sambre, but the Duke of York coming up with fresh British forces, which had arrived at Ostend under Sir Charles Grey, the French were repulsed, and the Netherland frontiers maintained by the Allies for the rest of the year.It was proposed also to form, in certain districts, relief committees, which should be empowered to receive subscriptions, levy rates, and take charge of donations from the Government; and that out of the fund thus raised they should establish soup kitchens, and deliver rations to the famishing inhabitants. Sir John Burgoyne, Inspector-General of Fortifications, was appointed to superintend the works. Lord John Russell referred to measures for draining and reclaiming waste land in Ireland, and to advances of money for this purpose to the proprietors, to be repaid in instalments spread over a number of years. On a subsequent day, in answer to questions from Mr. Roebuck, the noble lord gave a statement of the sums that had already been advanced. 2,000,000 had been issued on account of the Poor Employment Act of the last Session. He expected that not less than 500,000 or 600,000 a month would be spent from the present time until August, and he calculated the whole expenditure would not be less than 7,000,000. There was great difference of opinion on the subject of the Government plans. A counter-scheme for the establishment of reproductive works deserves to be noticed for the interest it excited and the attention it occupied for years afterwardsnamely, the railway plan of Lord George Bentinck. Acts of Parliament, he said, had been passed for 1,582 miles of railway in Ireland, of which only 123 miles had then been completed, while 2,600 miles had been completed in England. In order to encourage the formation of Irish railways, therefore, he proposed that for every 100 expended by the companies 200 should be lent by the Government at the same interest at which they borrowed the money, Mr. Hudson, who was "chairman of 1,700 miles of railroad," pledging his credit that the Government would not lose a shilling by the transaction. By adopting this plan they could give reproductive employment to 109,000 men in different parts of the country, for earth-works, fences, drains, and watercourses connected with the lines. This would give support of 550,000 souls on useful work, tend to develop the resources of the country, and produce such improvement that the railways constructed would add 23,000,000 to the value of landed property in twenty-five years, and would pay 22,500 a year to the poor rates. The purchase of land for the railways would moreover place 1,250,000 in the hands of Irish proprietors, for the employment of fresh labour, and 240,000 in the hands of the occupying tenants for their own purposes. The Government also would reap from the expenditure of 24,000,000 on railways in Ireland, an enormous increase of revenue in the augmented consumption of articles of excise and customs. The noble lord's speech, which lasted two hours and a half, was received with cheers from both sides of the House. Leave was given to bring in the Bill, though it was strongly objected to by Lord John Russell, Mr. Labouchere, and other members of the Government. It was also opposed by Sir Robert Peel, who exposed the unsoundness of the economic principles involved in it. The Bill was rejected by a majority of 204, the numbers being 118 for the second reading, and 322 against it. Notwithstanding this decision, loans were subsequently advanced to certain Irish railways, amounting to 620,000, so that the objection of the Government was more to the extent than to the principle of Lord George Bentinck's measure.
  • THREE:The English army was now in full march against them. About eight o'clock in the morning of April 16 a man who had been left asleep in the wood of Kilravock hastened to Culloden House, where Charles and his chief officers were resting, to announce that Cumberland's troops were coming. There was then a hurried running and riding to get the army drawn up to receive them. Cumberland came on with his army, divided into three columns of five battalions each. The artillery and baggage followed the second column along the sea-coast on the right; the cavalry covered the left wing, which stretched towards the hills. The men were all in the highest spirits, and even the regiments of horse, which had hitherto behaved so ill, seemed as though they meant to retrieve their characters to-day. The Highlanders were drawn up about half a mile from the part of the moor where they stood the day before, forming a sad contrast to Cumberland's troops, looking thin, and dreadfully fatigued. In placing them, also, a fatal mistake was made. They were drawn up in two lines, with a body of reserve; but the Clan Macdonald, which had always been accustomed to take their stand on the right since Robert Bruce placed them there in the battle of Bannockburn, were disgusted to find themselves now occupying the left. Instead of the Macdonalds now stood the Athol Brigade. As the battle began, a snow-storm began to blow in the faces of the Highlanders, which greatly confounded them. THREE:The Queen's marriage has been referred to in connection with the proceedings in Parliament. The details of that interesting event, and other incidents affecting her Majesty's happiness which occurred during the year, will now be recorded. The royal party assembled in the morning of the 10th of February at Buckingham Palace, whence it had been arranged that the members of her Majesty's family and those of Prince Albert's, accompanied by the officers of State, should proceed to St. James's Palace. The entire route along which the royal cortge was to pass was lined by the Horse Guards, while the trumpeters, in their State uniforms, were stationed at intervals to announce the approach of the royal bride and bridegroom. First, the Ladies and Gentlemen of her Majesty's Household, in seven royal carriages, arrived at the garden entrance of St. James's Palace; and then followed the splendid State coach containing her Majesty, her Royal Highness the Duchess of Kent, and the Mistress of the Robes. The closet behind the Throne Room had been draped with silk and prepared for the reception of the Queen. There her Majesty, attended by her maids of honour, train-bearers, and bridesmaids, remained until the Lord Chamberlain of her Household marshalled the procession to the Chapel Royal. Soon after her Majesty had entered the closet, the clash of "presented arms," the roll of drums and flourish of trumpets outside, told that the bridegroom had arrived. At a quarter to one o'clock the ring was placed upon her Majesty's finger; outside, the guns thundered forth the intelligence; but their loud booming was nearly drowned by the long-continued shouts of acclamation which arose from the thousands who thronged the park. At the conclusion of the service the Queen Dowager cordially embraced and kissed the bride, and the Prince acknowledged Queen Adelaide's congratulations by kissing her hand. The bride and her royal consort drove at once to Buckingham Palace, and the noble assembly that had witnessed the ceremony retired. After a splendid breakfast at Buckingham Palace the bride and bridegroom took their departure for Windsor Castle. The sun shone out in cloudless lustre just at the moment of their leaving the gateway; the vast concourse of people assembled outside the palace hailed this as a happy omen, and as the carriage containing the royal pair drove off, the air was rent with the most enthusiastic cheering.On the 28th of September the combined army of French and Americans came in sight of York Town, and encamped about two miles from the outworks. The next morning they extended themselves towards the left of Cornwallis, but cautiously; and the English pickets slowly retired within the outer lines at their approach. That evening Cornwallis received a despatch from Sir Henry Clinton, dated September 24th, which gave the cheering expectation that he was duly sensible of the imminence of the danger, and of his responsibility. He said:"At a meeting of the general and flag officers held this day, it is determined that above five thousand men, rank and file, shall be embarked on board the king's ships, and the joint exertions of the navy and army made in a few days to relieve you, and afterwards to co-operate with you. The fleet consists of twenty-three sail of the line, three of which are three-deckers. There is every reason to hope that we start on the 5th of October." On this promising intimation of speedy aid, Cornwallis immediately drew in his small force from the extended outworks, and concentrated them within the entrenchments round the town. Undoubtedly it was a measure calculated to save much life, which must have been lost in defending outworks too widely extended for the enclosed force; but it encouraged the Americans, who did not expect to gain them thus easily. Two thousand men took up their ground before Gloucester. Round York Town itself Washington, Rochambeau, Lafayette, and St. Simon concentrated their forces. On the night of the 1st of October, the French on the right and the Americans on the left drew nearer, and commenced breaking ground. Six days were then spent in bringing from the ships fifty pieces of cannon, some of them very heavy, ammunition, and other military stores; in fact, as much preparation was made for carrying this single post as if it had been a regular and first-rate fortress. On the night of the 6th of October the French and Americans began casting up their first parallel within six hundred yards of Cornwallis's lines. By the 9th of October their trenches and batteries were completed, and that afternoon they opened a tremendous fire on the town. Cornwallis replied to them with vigour,[283] but he found many of his guns on the left silenced, and his works greatly damaged. On the night of the 11th the enemy began their second parallel within three hundred yards of the lines. In its progress, for three days, Cornwallis committed much havoc amongst them by opening fresh embrasures for guns, and pouring an incessant shower upon them of balls and shells. Two redoubts on the left flank of the British more particularly annoyed them, and Washington determined to carry these by storm. Of course they were carried, and their guns then turned on York Town.

  • THREE:The repetition of these infamous outrages excited great public indignation, and led to a general demand that something effectual should be done to put a stop to them by rendering the law more prompt and effective, and the punishment more disgraceful. In compliance with this demand, Sir Robert Peel brought in a Bill upon the subject, which was unanimously accepted by both Houses, and rapidly passed into law. Sir Robert Peel in his Bill proposed to extend the provisions of the Act of the year 1800, passed after the attempt of Hatfield on the life of George III., to cases where the object was not compassing the life, but "compassing the wounding of the Sovereign." "I propose," he said, "that, after the passing of this Act, if any person or persons shall wilfully discharge or attempt to discharge, or point, aim, or present at or near the person of the Queen any gun, pistol, or other description of firearms whatsoever, although the same shall not contain explosive or destructive substance or material, or shall discharge or attempt to discharge any explosive or destructive substance or material, or if any person shall strike, or attempt to strike the person of the Queen, with any offensive weapons, or in any manner whatever; or, if any persons shall throw or attempt to throw any substance whatever at or on the person of the Queen, with intent in any of the cases aforesaid to break the public peace, or to excite the alarm of the Queen, etc., that the punishment in all such cases shall be the same as that in cases of larcenynamely, transportation for a term not exceeding seven years." But a more effective punishment was added, namely, public whipping, concerning which Sir Robert Peel remarked, "I think this punishment will make known to the miscreants capable of harbouring such designs, that, instead of exciting misplaced and stupid sympathy, their base and malignant motives in depriving her Majesty of that relaxation which she must naturally need after the cares and public anxieties of her station, will lead to a punishment proportioned to their detestable acts." (From a Print by De l'Espinasse in 1782.)Thus shamefully deserted on both hands, Cumberland still led forward his British and Hanoverians against the main body of the French army. The ruggedness of the ground in the[91] narrow valley between the wood of Barr and Fontenoy compelled them to leave the cavalry behind; but the infantry pushed on, dragging with them several pieces of artillery. Cumberland had the advantage of the advice and spirit of his military tutor, General Ligonier, and, in face of a most murderous fire, the young commander hastened on. The batteries right and left mowed them down, and before this comparative handful of men stood massed the vast French army, in a position pronounced by the French impregnable. The dense column of the English, compressed between the wood of Barr and Fontenoy, soon drove the French from their positions, and, still pushing on towards the rear of Fontenoy, threatened to cut off the bridge of Calonne, and with it the enemy's retreat across the river. Both French and English conceived that the battle was decided for the Allies. Marshal K?nigsegg congratulated Cumberland on their victory, and, on the other hand, Saxe warned Louis XV. that it was necessary to retreat. Louis, however, is said to have protested against giving way, and both French and English soon became aware that the Dutch had deserted their post, and that the right wing of the French army remained wholly unengaged. The British and Hanoverian conquerors on their right, when they mounted the French positions, looked out for their left wing, the Dutch, and, to their dismay, beheld them hanging with cowardly inactivity in the distance. The brave Marshal Saxe, at the same moment making the same discovery, called forward the Household Troops, which had been posted to receive the Dutch, and precipitated them on the flank of the British. Foremost in this charge was the Irish Brigade, in the pay of France, who fought like furies against their countrymen. Overwhelmed by numbers, and numbers perfectly fresh, and mowed down by additional artillery which the default of the Dutch had set at liberty, and unsupported by their own cavalry from the confined and rugged nature of the ground, the brave British and Hanoverians were compelled to give way. But they did it in such order and steadiness, disputing every inch of the ground, as excited the admiration of their opponents. The Duke of Cumberland was the last in the retreat, still regardless of his own danger, calling on his men to remember Blenheim and Ramillies; and seeing one of his officers turning to flee, he threatened to shoot him. Thus they gave way slowly, and still fighting, till they reached their horse, which then made a front to cover them, till they were out of the mle; their dastardly allies, the Dutch, then joined them, and they marched away in a body to Ath. Tournay, for which the battle was fought, might have detained the French a long time; but here, again, Dutch treachery did its work. Hertsall, the chief engineer in the Dutch service, betrayed the place to the French, fled to their camp, and then assisted them by his advice. Tournay surrendered in a fortnight, and the citadel the week after. Ghent, Bruges, Oudenarde, and Dendermond fell in rapid succession. Whilst the Allies were covering Antwerp and Brussels, the French attacked and took Ostend, again by the treachery of the governor, who refused to inundate the country.

  • THREE:THE "VICTORY" TOWED INTO GIBRALTAR AFTER TRAFALGAR.The Assembly had, on this memorable night of the 4th of August, decreed nothing less thanthe abolition of all serfdom; the right of compounding for the seignorial dues, and the abolition of seignorial jurisdictions; the suppression of exclusive rights of hunting, shooting, keeping warrens, dovecotes, etc.; the abolition of tithes; the equality of taxes; the admission of all citizens to civil and military employments; the abolition of the sale of offices; the suppression of all the privileges of towns and provinces; the reformation of wardenships; and the suppression of pensions obtained without just claims. The Assembly then continued the work of the constitution. THREE:[229]

ONE:On the 1st of December, 1837, shortly after the opening of Parliament, Lord John Russell introduced a question of great urgencythe relief of the Irish poor. After going through, and commenting on, the several recommendations of the Inquiry Commissioners, and noticing the objections to which they were all more or less open, he explained, by way of contrast, the principles on which the present Bill was founded, much in the same manner that he had done on the first introduction of the measure. The statement was generally well received, although there were some marked exceptions in this respect; and the Bill was read a first time without a division. It was, in like manner, read a second time on the 5th of February, 1838; but, on the motion for going into committee, on the 9th, Mr. O'Connell strongly opposed it, and moved that it be committed that day six months. The amendment was, however, negatived by 277 to 25, a majority which made the passing of the measure in some form pretty certain. On the 23rd of February the question of settlement was again very fully discussed, and its introduction opposed by 103 to 31, the latter number comprising all that could be brought to vote for a settlement law of any kind. The vagrancy clauses were for the present withdrawn from the Bill, on the understanding that there would hereafter be a separate measure for the suppression of mendicancy. The Bill continued to be considered in successive committees until the 23rd of March, when, all the clauses having been gone through and settled, it was ordered to be reported, which was done on the 9th of April. On the 30th of April the Bill was read a third time and passed by the Commons, and on the day following was introduced and read a first time in the Lords. Many of the peers, whose estates were heavily encumbered, were alarmed at the threatened imposition of a poor-rate, which might swallow up a large portion of their incomes. Those who were opposed to a poor law on economic principles,[449] appealed to their lordships' fears, and excited a determined opposition against the measure. On the 21st of May there was a stormy debate of nine hours' duration. Lord Melbourne moved the second reading in a judicious speech, in which he skilfully employed the best arguments in favour of a legal provision for the poor, stating that this measure was, in fact, but the extension to Ireland of the English Act of 1834, with such alterations as were adapted to the peculiar circumstances of that country. It would suppress mendicancy, and would abate agrarian violence, while relieving the destitute in a way that would not paralyse the feeling of energy and self-reliance. Among the most violent opponents of the measure was Lord Lyndhurst, who declared that it would lead to a dissolution of the union. The Duke of Wellington, on the contrary, contended that the Bill, if amended in committee, would improve the social relations of the people of Ireland, and would induce the gentry to pay some attention to their properties, and to the occupiers and labourers on their estates. He objected, however, to a law of settlement as leading to unbounded litigation and expense. Owing chiefly to the support of the Duke, the second reading was carried by a majority of 149 to 20. On the motion that the Bill be committed, on the 28th of May, a scene of confusion and violence was presented, surpassing anything that could have been expected in such a dignified assembly. The Irish peers especially were in a state of extreme excitement. The discussion was adjourned to the 31st, and, after a debate of eight hours, the clause embodying the principle of the Bill was adopted by a majority of 107 to 41. The Bill was considered in committee on the 7th, 21st, 22nd, and 26th of June, and was read a third time on the 6th of July. It had now passed the Lords, altered, and in some respects improved; although, in the opinion of its author, the charge upon electoral divisions approximated too nearly to settlement to be quite satisfactory. The Royal Assent was given to the measure on the 31st of July, and thus a law was at length established making provision for the systematic and efficient relief of destitution in Ireland."I have adopted all such precautions as it was in my power to adopt for the purpose of alleviating the sufferings which may be caused by this calamity; and I shall confidently rely on your co-operation in devising such other means for effecting the same benevolent purpose as may require the sanction of the Legislature." THREE:Out of these troubles arose a new state of things, a new era of peace and prosperity. Lord Durham saw that disaffection and disturbance had arisen from the animosity of race and religion, exasperated by favouritism in the Government, and the dispensation of patronage through "a family compact." He recommended a liberal, comprehensive, impartial, and unsectarian policy, with the union of the two provinces under one legislature, and this, after several failures, became law in 1840. It was a revolution quite unexpected by both parties. The disaffected French Catholics feared, as the consequence of their defeat, a rule of military repression; the British Protestants hoped for the firm establishment of their ascendency. Both were disappointedthe latter very painfully, when, notwithstanding their efforts and sacrifices for the maintenance of British power, they saw Papineau, the arch-traitor, whom they would have hanged, Attorney-General in the new Government. However, the wise government of Lord Sydenham soon reconciled them to the altered state of affairs. The new Constitution was proclaimed in Canada on the 10th of February, 1841; and the admirable manner in which it worked proved that Lord Durham, its author, was one of the greatest benefactors of the colony, though his want of tact had made his mission a failure.
ONE:On the 1st of March Sir Francis Burdett presented a Catholic petition, and in a speech of great eloquence and force moved for the appointment of a committee to inquire into the grievances of which it complained. The question thus brought before the House of Commons was one on which the Cabinet was divided. Canning had come down to the House from a sick bed, and on a crutch, to give his support to the motion. Plunket delivered one of his most powerful speeches on the same side. Peel took upon himself the heavy task of replying to both. He was supported by Mr. Leslie Foster. Brougham closed the debate; and the motion was carried by a majority of thirteen, amid loud cheers. Resolutions were adopted, and a Bill founded upon them passed the Commons, but it was lost in the Upper House, where it was thrown out, on the 19th of May, by a majority of sixty-five. It was on that occasion that the Duke of York, then heir presumptive to the Throne, made the celebrated declaration against all concession to the Catholics, which excited against him intense animosity in Ireland. At the conclusion of a vehement speech he said:"If I have expressed myself warmly, especially in the latter part of what I have said, I must appeal to your lordships' generosity. I feel the subject most forcibly; but it affects me the more deeply when I recollect that to its agitation must be ascribed that severe illness and[252] ten years of misery which had clouded the existence of my beloved father. I shall therefore conclude with assuring your lordships that I have uttered my honest and conscientious sentiments, founded upon principles I have imbibed from my earliest youth, to the justice of which I have subscribed after careful consideration in maturer years; and these are the principles to which I will adhere, and which I will maintain, and that up to the latest moment of my existence, whatever may be my situation of life, so help me God!"It was on this occasion that the loyalty of the British settlers in Upper Canada shone forth with the most chivalrous devotion to the throne of the Queen. The moment the news arrived of Mackenzie's attack upon Toronto, the militia everywhere seized their arms, mustered in companies, and from Niagara, Gore, Lake Shireve, and many other places, set out on their march in the heavy snow in the depth of winter. So great was the excitement, so enthusiastic the loyalty, that in three days 10,000 armed volunteers had assembled at Toronto. There was, however, no further occasion for their services in that place, and even the scattered remnants of the insurrection would have been extinguished but for the interference of filibustering citizens of the United States, who were then called "sympathisers," and who had assembled in considerable numbers along the Niagara River. They had established their headquarters on Navy Island in the Niagara River, about two miles above the Falls, having taken possession of it on the 13th of December, and made it their chief dep?t of arms and provisions, the latter of which they brought from the American shore by means of a small steamer called the Caroline. Colonel M'Nab resolved to destroy the Caroline, and to root out the nest of pirates by whom she was employed. On the 28th of December a party of militia found her moored opposite Fort Schlosser, on the American side, strongly guarded by bodies of armed men, both on board and on shore. Lieutenant Drew commanded the British party, and after a fierce conflict the vessel was boarded and captured, a number of those who manned her being taken prisoners. These being removed, the British set the vessel on fire, and the flaming mass was swept down the rapids, and precipitated into the unfathomable abyss below. According to the American version of this affair, the British had made an unprovoked and most wanton attack upon an unarmed vessel belonging to a neighbouring State, on American territory, at a time of profound peace. The truth came out by degrees, and the American President, Van Buren, issued a proclamation on the 5th of January, 1838, warning all citizens of the United States that if they interfered in any unlawful manner with the affairs of the neighbouring British provinces, they would render themselves liable to arrest and punishment.

ONE:The spirit of gambling thus set going by Government itself soon surpassed all bounds, and burst forth in a thousand shapes. It was well known that the king, his mistresses, his courtiers, his son and heir apparent, were all dabbling busily in the muddy waters of this huge pool of trickery and corruption. A thousand other schemes were invented and made public to draw in fresh gudgeons, and the Prince of Wales allowed his name to stand as governor of a Welsh Copper Company. All ranks and classes rushed to Change Alleydukes, lords, country squires, bishops, clergy (both Established and Dissenting), were mixed up with stockjobbers and brokers in eager traffic. Ladies of all ranks mingled in the throng, struggling through the press and straining their voices to be heard amid the hubbub. There and all over the kingdom were advertised and hawked about the following and other schemes:Wrecks to be fished for on the Irish coast; plans for making of oil from sunflower seeds; for extracting of silver from lead; for the transmuting of quicksilver into a malleable and fine metal; for importing a number of large jackasses from Spain; for a wheel for perpetual motion; and, finally, for an undertaking which shall in due time be revealed!In the East Indies we this year sent over from Madras an army and reduced Batavia, the capital of the Dutch East India settlements, and the island of Java, as well as the small island of Madura, so that the last trace of the Dutch power was extinguished in the East, as it was at home by the domination of Buonaparte. In the West Indies we had already made ourselves masters of all the islands of France, Denmark, and Holland; and our troops there had nothing to do but to watch and keep down the attempts at insurrection which French emissaries continued to stir up in the black populations. We had some trouble of this kind in St. Domingo and in Martinique, where the negroes, both free and slaves, united to massacre the whites, and set up a black republic like that of Hayti. But the French settlers united with the English troops in putting them down, and a body of five hundred blacks, in an attempt to burn down the town of St. Pierre, were dispersed with great loss, and many were taken prisoners, and fifteen of them hanged.

ONE:There were not wanting, however, those who strove to disturb the joy of Ireland, and the peace of England thus acquired, by sowing suspicions of the sincerity of England, and representing that the independence granted was spurious rather than real. Amongst these, Flood, the rival of Grattan in political and Parliamentary life, took the lead. He seized on every little circumstance to create doubts of the English carrying out the concession faithfully. He caught at an imprudent motion of the Earl of Abingdon, in the Peers, and still more vivaciously at the decision of an appeal from Ireland, in the Court of King's Bench, by Lord Mansfield. The case had remained over, and it was deemed impracticable to send it back to Ireland, though nearly finished before the Act of Repeal. Fox explained the case, and made the most explicit declaration of the "full, complete, absolute, and perpetual surrender of the British legislative and judicial supremacy over Ireland." But the suspicions had been too adroitly infused to be removed without a fresh and still more positive Act, which was passed in the next Session.It was now proposed that as the Orange leaders had violated the law as much as the Dorsetshire labourers, they should be dealt with in the same manner, and that if evidence could be obtained, the Duke of Cumberland, Lord Kenyon, the Bishop of Salisbury, Colonel Fairman, and the rest should be prosecuted in the Central Criminal Court. There was an Orangeman, named Heywood, who had betrayed his confederates, and was about to be prosecuted by them for libel. The opponents of the Orangemen, believing his allegations to be borne out by the evidence given before the committee, resolved to have him defended by able counsel, retaining for the purpose Serjeant Wilde, Mr. Charles Austen, and Mr. Charles Buller. All the necessary preparations were made for the trial, when Heywood suddenly died, having broken a blood-vessel through agitation of mind, and alarm lest he should somehow become the victim of an association so powerful, whose vengeance he had excited by what they denounced as treachery and calumny. The criminal proceedings, therefore, were abandoned. Almost immediately after the opening of Parliament in February, 1836, Mr. Finn and Mr. Hume again made a statement in the House of Commons of the whole case against the Duke of Cumberland and the Orange Society, and proposed a resolution which seemed but a just consequence of their terrible indictment. The resolution declared the abhorrence of Parliament of all such secret political associations, and proposed an Address to the king requesting him to cause the dismissal of all Orangemen and members of any other secret political association from all offices civil and military, unless they ceased to be members of such societies within one month after the issuing of a proclamation to that effect. Lord John Russell proposed a middle course, and moved, as an amendment, an Address to the king praying that his Majesty would take such measures as should be effectual for the suppression of the societies in question. Mr. Hume having withdrawn his resolution, the amendment was adopted unanimously. The king expressed concurrence with the Commons; a copy of his reply was sent to the Duke of Cumberland, as Grand Master, by the Home Secretary. The duke immediately sent an intimation that before the last debate in the Commons he had recommended the dissolution of the Orange societies in Ireland, and that he would immediately proceed to dissolve all such societies elsewhere. "In a few days," Harriet Martineau remarked, "the thing was done, and Orangeism became a matter of history."

And with this tragi-comedy closed the strange, romantic, and melancholy rebellion of 1745 and 1746, for in a few weeks an act of indemnity was passed, disfigured, however, with eighty omissions. It was followed by other measures for subduing the spirit of the vanquished Highlandersthe disarming act, the abolition of heritable jurisdiction, and the prohibition of the Highland costume.Hastings then mustered fresh regiments of sepoys; demanded and received three battalions from Cheyte Sing, the Rajah of Benares; armed cruisers; laid up stores of ammunition and provisions for three months in Fort William; enrolled a thousand European militia at Calcutta, and stood ready for any French invasion from sea. He then despatched Colonel Leslie with a strong force into the very heart of the Mahratta country. Leslie appeared to have lost his energy, made four months' delay in the plains of Bundelcund, and the next news was that he was dead. Colonel Goddard was sent to take his command, and advanced into Berar; but there hearing that successive revolutions were taking place at Poonah, he waited the result of them. Meanwhile, the presidency of Bombay, desirous of anticipating the expeditions from Calcutta, now undertook to reinstate Ragunath Rao, a deposed peishwa, whom they had lately left to his fate, and taking him along with him, the British commander, Colonel Egerton, marched into the Mahratta country with four thousand men. The army, when it had reached within sixteen miles of Poonah, was surrounded by hosts of Mahratta cavalry, and was compelled to surrender. The Mahrattas, as conditionswhich the British were in no position to declineinsisted on the restoration of all the territory won from them by the British since 1756, and the surrender to them of Ragunath Rao. But Hastings refused to recognise this treaty. He ordered Colonel Goddard to advance. The title of general was conferred on him, and he well justified the promotion. In that and the succeeding campaign he won victory on victory; stormed Ahmedabad; took the city of Bassein; gained a splendid victory over forty thousand of the combined forces of Holkar and Scindia, and, in a great measure, retrieved all the losses, and restored the fame of the British arms. In another quarter the success against the Mahrattas was equally decisive. Captain Popham with a small body of troops stormed and took the city of Lahore, and the huge fortress of[330] Gwalior, which the Mahrattas deemed impregnable.
FORE:Arnold had not been able to bring any artillery with him; Montgomery had a little. They had about twelve hundred men altogether; and with this force they now marched upon Quebec. On the 20th of December they commenced firing on the town from a six-gun battery; but their cannon were too light to make much impressionthey had no guns heavier than twelve-pounders, and these were soon dismounted by Colonel Maclean and his sailors. The Americans withdrew their guns to a safer distance; and their troops were desirous to abandon the enterprise as impracticable, but the commanders engaged them to continue by holding out a prospect of their plundering the lower town, where all the wealth lay. On the last day of the year, soon after four in the morning, the attack was commenced. Two divisions, under Majors Livingstone and Brown, were left to make feigned[222] attacks on the upper town, whilst the rest, in two lines, under Montgomery and Arnold, set out amid a blinding snow-storm to make two real attacks on the lower town. Montgomery, descending to the bed of the St. Lawrence, wound along the beach to Cape Diamond, where he was stopped by a blockhouse and picket. Haying passed these, he again, at a place called Pot Ash, encountered a battery, which was soon abandoned. Montgomery then led his troops across huge piles of ice driven on shore; and no sooner had they surmounted these than they were received by a severe fire from a battery manned by sailors and Highlanders. Montgomery fell dead along with several other officers and many men; and the rest, seeing the fate of their commander, turned and fled back up the cliffs. Arnold, at the same time, was pushing his way through the suburbs of the lower town, followed by Captain Lamb with his artillerymen, and one field piece mounted on a sledge. After these went Morgan with his riflemen; and as they advanced in the dark, and muffled in the falling snow, they came upon a two-gun battery. As Arnold was cheering on his men to attack this outpost, the bone of his leg was shattered by a musket-ball. He was carried from the field; but Morgan rushed on and made himself master of the battery and the guard. Just as day dawned, he found himself in front of a second battery, and, whilst attacking that, was assailed in the rear and compelled to surrender, with a loss of four hundred men, three hundred of whom were taken prisoners. Arnold retreated to a distance of three or four miles from Quebec, and covered his camp behind the Heights of Abraham with ramparts of frozen snow, and remained there for the winter, cutting off the supplies of the garrison, and doing his best to alienate the Canadians from the English. FORE:But it was not till the end of July that Lord Clarendon obtained the extraordinary powers which he demanded for putting down rebellion. These were conveyed in an Act to empower the Lord-Lieutenant to apprehend and detain till the 1st day of March, 1849, such persons as he should "suspect" of conspiring against her Majesty's person or Government. On the 27th of July a despatch from Dublin appeared in the late editions of some of the London morning papers, stating that the railway station at Thurles had been burned; that for several miles along the lines the rails had been torn up; that dreadful fighting had been going on in Clonmel; that the people were armed in masses; that the troops were over-powered; that some refused to act; that the insurrection had also broken out in Kilkenny,[568] Waterford, and Cork, and all through the South. This was pure invention. No such events had occurred. In order to avoid arrest, the leaders fled from Dublin, and the clubs were completely dispersed. Mr. Smith O'Brien started on the 22nd by the night mail for Wexford. From Enniscorthy he crossed the mountains to the county Carlow; at Graiguemanagh he visited the parish priest, who offered him no encouragement, but gave him to understand that, in the opinion of the priests, those who attempted to raise a rebellion in the county were insane. He passed on to the towns of Carlow and Kilkenny, where he harangued the people and called upon them to rise. He arrived at Carrick-on-Suir on the 24th, and thence he went to Cashel. Leaders had been arrestednamely, Duffy, Martin, Williams, O'Doherty, Meagher, and Doheny. The Act, which received the Royal Assent on the 29th of July, was conveyed by express to Dublin, and immediately the Lord-Lieutenant issued a proclamation ordering the suppression of the conspiracy, which should have been done six months before. In pursuance of this proclamation, the principal cities were occupied by the military. Cannon were planted at the ends of the streets, and all but those who had certificates of loyalty were deprived of their arms. The police entered the offices of the Nation and Felon, seized all the copies of those papers, and scattered the types. Twelve counties were proclaimed, and a number of young men arrested having commissions and uniforms for the "Irish Army of Liberation." In his letters home he recommended that to put an end to the examples of corruption in high places, it was necessary that the Governor of Bengal should have a larger salary; that he and others of the higher officers should be prohibited from being concerned in trade; that the chief seat of government should be at Calcutta; and the Governor-General should have the authority, in cases of emergency, to decide independently of the Council. These were all sound views, but to carry them out required the highest exercise of his authority. He exacted a written pledge from the civil servants of the Company that they would receive no more presents from the native princes. To this there was considerable objection, and some resigned; but he carried this through, nominally at least. To sweeten the prohibition of civil servants engaging in trade, he gave them a share in the enormous emoluments of the salt monopolytwo hundred per cent. being laid on the introduction of salt, one of the requisites of life to the natives, from the adjoining state of Madras into that of Bengal.The French, exasperated beyond further endurance, on the 22nd of November entered on the question of war in the Assembly in earnest. Koch, of Strasburg, the well-known historian, declared that no time was to be lost; that the German nations were every day violating the frontiers of France, and that the Minister for Foreign Affairs was not to be trusted. Three armies were formed. Rochambeau, who was now ailing, and out of humour, was appointed to that stationed in Flanders, and called the army of the north; Lafayette was put in command of the central division stationed at Metz, and Luckner of the one stationed in Alsace. Narbonne, the new Minister, made a rapid journey, and returning, announced to the Assembly that the different fortresses were fast assuming a creditable condition, and that the army, from Dunkirk to Besan?on, presented a mass of two hundred and forty battalions, one hundred and sixty squadrons, with artillery requisite for two hundred thousand men, and supplies for six months. This report was received with acclamations. So closed the year 1791.
